Austin Energy: Second Residential Solar Leasing-Stakeholder Meeting

Austin Energy invites solar stakeholders to the second Residential Solar Leasing stakeholder meeting to be held on Wednesday, February 18th, from 3 – 4pm.

This meeting may be attended:

1) Via Microsoft Teams (LINK), or

2) In-person at Austin Energy Headquarters (4815 Mueller Blvd, Austin, TX 78723; Room #1119). Guest parking is available in the garage behind the Headquarters building.

Prior to this second meeting, you are asked to review the following questions and come prepared to share your thoughts:

1.      To assist in customer protection, what aspects of residential solar leases should be included in customer education materials?

2.      What are some common lease contract terms that should be highlighted in a Disclosure Form meant to enhance consumer protection?

3.      Is it appropriate to provide an incentive for residential solar lease customers?

4.      Is it feasible to require the Leasing Provider’s signature on Interconnection Agreements for solar leasing projects?

5.      How do lease agreements generally handle ownership changes (home or system owner), non-payment, re-roofing, and maintenance for under or non-performing systems?

6.      If a leasing agreement is found to be non-compliant after interconnection and energization, how might Austin Energy enforce compliance without harming the customer?
